Rupert Steer

Rupert Steer Rupert qualified as an English solicitor in 1981 and worked in maritime law firms in London for 15 years in private practice dealing with dry shipping work, charterparty and bill of lading disputes, charterer’s liability insurance claims and commodity disputes. As well as his shipping practice he has considerable experience in non-contentious partnership and corporate matters.
Rupert established Steers in 1995 where he has conducted the full range of maritime matters, including collisions between vessels, and with fixed and floating objects, general average, salvage, groundings, loss of vessels, personal injury, fires and explosions, ship and shore crane damage, oil and other pollution, crew matters, port and customs authority matters, stowaways, cargo claims, arrest and release of vessels, mechanical breakdowns, bunker disputes, drug detentions, and corporate and registry matters. Whilst in the Caribbean he continues to handle a significant volume of London arbitration and litigation, relating both to matters arising in the Caribbean, and worldwide, as well as international non-contentious work.

Rupert is a Member of the Law Society of England and Wales and Freeman of the Worshipful Company of Shipwrights.

Rupert has lectured extensively on the legal regimes of the Caribbean region, Legal Costs, Bunker Disputes, Speed and Performance Claims, and the Gencon 1994 form of Charterparty. Rupert has contributed articles to Lloyds List, Fairplay, P and I International, and other trade journals on topics including Alternative Dispute Resolution, the Carriage of Toxic Waste, the Hamburg Rules, Charterers’ rights as Endorsees of Bills of Lading, the UK Carriage of Goods by Sea Act 1992, Aid Cargoes, Contingency Fees, and Publications Carried on Board Ships, and was featured in Lloyds List in September 2002.


Javier Lemoine

Javier Javier qualified as an attorney in Venezuela in 1999, and worked as a government attorney in Venezuela before moving to Barbados and joining Steers in 2002.

Javier holds a Master’s degree in Shipping Law and Shipping Business from the Instituto Marítimo Español and the Universidad Pontificia de Comillas de Madrid, a Postgraduate Diploma in Maritime Law from Lloyd’s Maritime Academy and the London Metropolitan University and an International Maritime Law seminar certificate from Lloyd’s Maritime training. He has worked as a claims handler for P&I, Cargo and Hull & Machinery claims in the office of a leading insurance broker in Madrid.

Javier speaks both Spanish and English.


Allison Alexander

Allison Allison is a member of the Barbados Bar Association and the Bar Association of Trinidad & Tobago. She is admitted to the Bars of both Barbados and Trinidad.

Allison obtained an LLB with honours from the University of the West Indies in 2002, and obtained her Legal Education Certificate from the Hugh Wooding Law School in Trinidad in 2004. Allison was called to the Bars of both Barbados and Trinidad in 2004. Before joining Steers in 2005, Allison worked at Ernst & Young Caribbean in Barbados as a Tax Attorney advising local, regional and international clients on various tax issues as well as assisting in the establishment and registration of companies in Barbados.

Allison has also conducted corporate and registry investigations. Allison holds a Bachelor of Arts Degree in History with a minor in Sociology.


Karen Thornhill

Allison Karen is a member of the Barbados Bar Association. She is admitted to the Bar in Barbados.

Karen obtained an LLB with honours from the University of the West Indies in 1999, and obtained her Legal Education Certificate from the Hugh Wooding Law School in Trinidad in 2001. Karen was called to the Bar in Barbados in 2001. Before joining Steers in 2007, Karen worked in private practice in Barbados conducting contentious and non-contentious civil matters, personal injury claims, criminal and corporate matters.


Alex Moore

Alex Moore Alex is a member of the Barbados Bar Association and the Bar Association of Guyana. He is admitted to the Bars of both Barbados and Guyana

Alex obtained an LLB from the University of the West Indies in 2003, and obtained his Legal Education Certificate and a Mediation Certificate from the Hugh Wooding Law School in Trinidad in 2005. He then went on to obtain an LL.M in United States Law which he tailored toward a Corporate Focus from the Washington & Lee University School of Law in 2006. Alex is a certified Mediator and has done extensive Mediation and Negotiation training both in the Caribbean and the United States.
